assertive - a confident and forceful personality.
passive aggressive - acting upon aggression in a non-confrontational manner. (like eating someone's food just because you knew they wanted it and they upset you earlier.)
So "I need to leave an assertive note with a passive aggressive graphic about leaving your food in the fridge." roughly means "I need to write an annoyed note about you leaving your food in the fridge."
